A DOC is a certificate issued to a shipping company confirming its Safety Management System complies with the ISM Code. Without a valid DOC, your company cannot legally operate ships that fall under ISM Code requirements, and none of your vessels can hold a valid Safety Management Certificate (SMC).
The DOC is issued to the company (the shore-based management organization); the SMC is issued to each individual ship, confirming it operates under that company's approved SMS. A vessel cannot be issued an SMC unless its managing company already holds a valid DOC.
An interim DOC is issued to a new company (or one taking on a new ship type) to allow operations to begin while the full SMS is being audited and embedded. A full-term DOC follows a complete initial verification audit and is typically valid for five years, subject to annual verifications.
